I don't believe you are advocating the absurd end of the spectrum, ie the "30 shades of blue" someone mentioned but nonetheless I have not worked anywhere where testing every design decision is even remotely feasible. I would be fired if I refused to provide experience-based advice and opinion and instead kept deferring everything to "Let's do some testing". Of course, I disclaim everything and recommend we test ... and in many cases get the "We don't have time for that - just tell us what to do".
